El mismo, fomentó la generación de trabajo genuino<br />por medio de la forma cooperativa para la construcción de<br />viviendas. Junto con su implementación se trajeron aparejados<br />nuevos vínculos y relaciones entre los actores de la escena política<br />y social, los cuales formaron parte del continuo proceso de<br />producción del programa en sí. En este marco nos preguntamos<br />¿cómo fue este proceso, sus características y resultados?, ¿cómo<br />se produjo la interacción entre los actores? y ¿qué relaciones<br />sociales se generaron? A partir del análisis del programa en Mar del<br />Plata, este trabajo se propone reflexionar en torno a estas prácticas<br />socio-territoriales de acción colectiva, llegando a la conclusión de<br />que tanto el contexto histórico-social, las características socio-<br />habitacionales, las luchas sociales engendradas y los diferentes<br />intereses desencadenados hicieron del “Emergencia Habitacional”<br />un antecedente rico en experiencias de acción colectiva.</p><p> </p><p>In 2003, with the arrival to Argentina's new government took shape<br />one of the attempts to respond to the housing shortage and<br />unemployment: the Federal Emergency Housing Program. The<br />same promoted the generation of genuine work through a<br />cooperative to build dwellings. Along with it's implementation<br />brought with it new links and relationships between actors in the<br />political and social scene, which formed part of the ongoing process<br />of producing the program itself. In this sense, we wonder how did<br />this process, characteristics and outcomes? How was the<br />interaction between the actors? And what social relations are<br />generated?
