Urban Planners and Inhabitants: the new Achupallas Housing Development of the UCV Institute of Architecture

This paper analyzes the Estudio urbanístico para una nueva población obrera en Achupallas developed by the Institute of Architecture of the Catholic University of Valparaíso (IA-UCV) in 1953, inquiring into its contributions to the discussions on the modern urban project in Chile. Based on a review of original project documents, supported by the analytical drawing of the proposal, we present here the main urban concepts that were articulated in the proposal developed, interpreted from the analytical categories of space and urban project. The results revealed an significant relation between the study methods (observation and diagnosis of the preexisting city) and an architectural-urban proposal based on an infrastructural system, which is supported by the concepts of city order, free architecture, biological growth and minimal urbanization.
In theoretical terms, the IA-UCV project demonstrates undeniable contributions to the discourse on modern urbanism: the distrust of planning based on preconceived and closed urban models; the consideration of self-construction as an urban strategy; the awareness of the interdisciplinary nature of the project and the questioning of the roles of architects and technicians; and finally, the valorization of the existing heritage in front of new constructions.
